Massachusetts Home Modification Loan Program (HMLP)

The HMLP is one of the most powerful — and underutilized — resources available to Massachusetts homeowners. This state-funded program provides zero-interest loans with no monthly payments and no credit checks, making it accessible to a wide range of households.

Loan Amounts Homeowners may borrow between $1,000 and $50,000. Owners of manufactured or mobile homes may borrow between $1,000 and $30,000.

Who Qualifies You may be eligible if you are a homeowner who:

  • Has a disability or is over the age of 60
  • Has a household member of any age with a professionally documented disability or functional limitation
  • Rents to a tenant with a disability (in a building with fewer than 10 units)

The property must be your primary residence, and household assets cannot exceed $175,000 in countable assets. Retirement accounts, your primary home, and vehicles do not count toward this limit.

What It Covers HMLP funds must be used for modifications that directly relate to a disability or functional limitation. Eligible projects include:

  • Accessible bathrooms and roll-in showers
  • Ramps and lifts
  • Widened doorways and accessible kitchens
  • Accessory dwelling units
  • Sensory spaces and fencing

General home repairs such as roofing, windows, or painting are not eligible.

Important: HMLP loans are available only once per property, so it’s worth planning your full scope of modifications before applying.

VA Programs for Veterans

If you or a household member is a veteran with a service-connected disability, you may qualify for federally funded housing adaptation grants through the U.S. Department of Veterans Affairs.

Specially Adapted Housing (SAH) Grant For veterans with significant service-connected disabilities, the SAH grant provides substantial funding toward making a primary residence fully accessible. Visit VA.gov for current grant maximums.

Special Housing Adaptation (SHA) Grant A related program for veterans with service-connected disabilities affecting the use of their hands or upper extremities. This grant supports modifications that allow for greater independence in the home.

Home Improvement and Structural Alterations (HISA) Grant The HISA grant is available to a broader range of veterans and provides funding specifically for medically necessary accessibility modifications. This program is often easier to qualify for than SAH or SHA.

Financing Through Bath Concepts

For bathroom remodeling projects, we offer flexible financing options through our manufacturer partner, Bath Concepts. Whether you’re converting a tub to a walk-in shower, upgrading to an accessible bathing setup, or completing a full bathroom renovation, financing through Bath Concepts allows you to move forward now and pay over time.

Options may include:

  • Same-as-cash promotional periods
  • Low monthly payment plans
  • No money down options on approved credit

Additional Options to Consider

Home Equity Loan or HELOC If you’ve built equity in your home, a home equity loan or line of credit can be a cost-effective way to fund larger projects. Interest may be tax-deductible when funds are used for home improvement — consult your tax advisor for details.

Personal Loans Unsecured personal loans through banks or credit unions require no collateral and can be a straightforward option for smaller projects. Rates vary based on your credit profile.

MassHealth Waiver Programs Clients receiving MassHealth benefits may have access to home modification services through Home and Community Based Services (HCBS) waivers. Eligibility depends on your specific plan and level of care. We’re happy to help you explore whether this applies to your situation.

Local Senior & Disability Assistance Programs Many Massachusetts cities and towns offer additional grant or loan programs through their Council on Aging or Commission on Disability. These local programs vary by community and can sometimes be combined with state funding. We’re familiar with programs across the state and can help point you toward what’s available in your area.
